1, 500 NIGERIAN STUDENTS MAY BE DEPORTED FROM THE UNITED KINGDOM (UK)

Report has it that around 2,600 foreign students could be deported from Britain after their university was stripped of its ability to sponsor visas for pupils beyond the European Union, the government announced Thursday. The move provoked dismay from students and accusations that the move by the Conservative-led government, which is bent on reducing immigration, could damage Britain’s global reputation.

Immigration Minister Damian Green said., London Metropolitan University has lost its “highly trusted status” because a survey found significant problems with the qualifications of many of its foreign students.

It was revealed that so many things were wrong with the school, problems like:

-There was no proper documentation  that the  students had a good standard of English

-There was no proof that half of those sampled were attending lectures. Green said

-More than a quarter did not have current permission to be in the country.

Speaking to BBC radio, Green said, “Any one of those breaches would be serious”. He went on to say that all three of those breaches are found at London Metropolitan.”

A degree from a U.K. university is highly prized by many students abroad, and those from outside the European Union often pay higher fees than residents. The British government, which has cracked down on immigration in multiple ways, has pointed to student visas as a category ripe for abuse by those who may instead be looking for work.

London Metropolitan has 30,000 students, and 2,600 are affected by the government’s decision, said university spokesman Nick Hansen. Students from other European Union countries don’t need visas.

The affected students will have 60 days to find new sponsors once they are formally notified by the government, or they could be deported. A task force has been set up to help genuine students who otherwise qualify for visas, Universities Minister David Willetts said, but with the fall term imminent students have little time to find new sponsors and courses.

RSUST CRISIS - ASUU DECLARES TODAY NATIONWIDE STRIKE

Annoyed  by the controversies rocking Rivers State University of Science and Technology (RSUST), the Academic Staff Union of Universities (ASUU) has declared today, 30th August 2012 a nationwide strike in solidarity with its members in that institution even as the union indicted the Rivers State Governor, Rotimi Amaechi over what it described as gross academic misconduct and unconstitutional involvement in the university.

Briefing newsmen at its national secretariat in Abuja, the National President of ASUU, Dr Nasir Isa, regretted that Governor Amechi who is supposed be an advocate of rule of law and constitutionalism, had contrary to the laws establishing the institution, smuggled into office Prof B.B Fakae as acting vice- chancellor after the expiration of his four years tenure

The ASUU boss noted that "the governor and visitor to the university knew that the appointment of Prof Fakae in 2008 did not follow due process as spelt out in the university's law and when this was challenged, he set aside all protocols and attended the congress of ASUU where he pleaded that the matter be allowed to rest and assured the university community that the vice- chancellor's stay would not be extended by a day on completion of his term, adding that the governor's involvement in the selection of the vice-chancellor of the university was unconstitutional.

"However, to the dismay of the congress, Fakae was reappointed on acting capacity with the support of the Pro-chancellor and chairman of the council, Justice Adolphus Karibi-Whyte who rationalised and justified the re-appointment of Fakae.

"Fakae was equally shortlisted and interviewed alongside four professors for the seat he was expected to have vacated."

Dr Isa disclosed that the governor in exercising his power expressly directed the secretary to the state government to announce Prof Fakae as the acting vice- chancellor which has led to the incessant harassment and intimidation of members of the university community who are unwilling to fall for their cheap blackmail.

He revealed that two days after the union had media briefing in UNN on Wednesday, 15th august, 2012 over the RSUST issue, the university authorities disrupted the congress of our union using armed mobile police men and students' which led to a former student of the institution to attack the chairperson of ASUU-RSUST chapter.

According to him, "following the misconduct of the state government and the university authorities, the union have declared that Thursday, 30th August 2012 will be set aside 'as a day of solidarity' with members of the union and we enjoined all our members across the country to abstain from work.

"We call on all good people of River state and Nigeria to prevail on governor Amechi to restore the rule of law and decency in the governance of the River State University of Science and Technology. This is the only part of honour. It is the only sure way of restoring peace and normalcy in the university on a sustainable basis", he added.

The union also called on the Inspector General of police to institute an urgent investigation into the incidence at RSUST on the 15th of August, particularly in the role played by the police and students on the assault of the institution's ASUU members.

FEDERAL GOVERNMENT DEFEND DECISION TO PAY ASARI, TOMPOLO, OTHERS BILLIONS

The federal government on Sunday defended its decision to award  a N5.6bn contracts to former Niger Delta militants to protect oil pipelines, saying the contract was in the interest of the nation.

The Special Assistant to President Goodluck Jonathan on Public Affairs, Dr. Doyin Okupe, insisted that Nigeria is benefiting immensely from the exercise, saying the volume of crude oil being produced in the country had increased tremendously since the exercise commenced.

Last week, a Wall Street Journal report  focused on the yearly payment of about N5.6bn to former Niger-Delta war-lords for guarding the oil pipelines in the restive region.

The report gave a break-down of the militants involved in the contracts as ‘General’ Government Tompolo Ekpumopolo,N3.6bn; Asari Dokubo, 1.44bn; ‘General’ Ateke Toms,N560m and ‘General’ Ebikabowei Boyloaf  Victor Ben, N560m.

While defending the government action, which Okupe said was done by the Nigerian National Petroleum Corporation, he said, “Since this exercise began, the crude oil production has jumped from 1.8mbpd to 2.6mbpd.

“That is an increment of over $700m income per day to the government. So, when you compare what was paid to get this benefit, it pales into insignificance.”

He said the issue of pipeline and their safety were matters of national security and should not be politicised.

Okupe said it was on record that oil majors were already engaged in community protection of pipelines and there was no better way to secure the pipelines than to employ members of the community within the community they were built.

Moreover, he said the transaction for the contracts were “with NNPC and corporate organisations who have the abilities to protect the pipelines and the nation is enjoying the benefits.”

NNPC AWARDS NIGER DELTA MILITANTS BILLIONS IN SECURITY CONTRACTS

The Nigerian National Petroleum Corporation (NNPC) pays Niger Delta militants billions of Naira in security contracts according to senior officials of the apex oil body.

The revelation first published in yesterday’s Wall Street Journal reveals that the Niger Delta militants get between $3.5 million and $22.5 million for security contracts which include guarding NNPC pipelines to protecting the waterways from crude oil thieves.

The WSJ reported, “Last year, Nigeria’s state oil company began paying him $9 million a year, by Mr. Dokubo-Asari’s account, to pay his 4,000 former foot soldiers to protect the pipelines they once attacked. He shrugs off the unusual turn of events. “I don’t see anything wrong with it,” said the thickly built former
gunman, lounging in a house gown at his home here in Nigeria’s capital.”
General Ebikabowei “Boyloaf” Victor Ben and General Ateke Tom were said to collect $3.5 million a piece annually to protect the same popelines their men used to destroy in the past.

Whist General Government “Tompolo” Ekpumopolo (pictured above) earlier this year received a $22.9 million (N3.614billion) contract to secure the waterways from crude oil thieves and pirates.

The WSJ goes on to call these payments a luxury, although the Nigerian government has recorded remarkable improvement in oil production and earnings since the security contracts and amnetsy came into place.

The WSJ reported, “For President Goodluck Jonathan, a Niger Delta native, such lavish expenditures have become a political liability. Despite a growing economy, his country of 167 million struggles to finance even the basics, starting with power plants, roads and sewers. A blossoming middle class in Nigeria’s cities has put further strain on public infrastructure.

“This year alone, Nigeria will spend about $450 million on its amnesty programme, according to the government’s 2012 budget, more than what it spends to deliver basic education to children.”

Jonathan’s aide Oronto Douglas justified the payments saying the damage done to the treasury if militancy resumes would be far more damaging.

Managing Director of Shell, Mutiu Sunmonu:  “For you to address the whole issue of poverty and development, you need some kind of peace. That is what I think the amnesty programme has offered.”

ASUU DECLARES WAR ON GOVERNOR AMAECHI

Things are no longer at ease with the Rivers State Governor, Rotimi Amaechi these days as he has been struggling from one controversy to the other.

Amaechi who was accused recently of an attempt to un-seat his kinsman, President Good Luck Jonathan in 2015 general election as a running mate to Sule Lamido of Jigawa State, is now in another battle with the ASUU over his alleged meddling with the affair of the Rivers State University of Science and Technology, RSTUST.

The governor  is alleged to be  swimming in a trouble water, when  Academic Staff Union of Universities (ASUU)  accused him of dabbling into the affairs  of the state owned university.

The National President of ASUU, Nasir Isa, said at a media briefing on Thursday in Abuja said  that the governor has shown a clear violation of the statutes establishing the university by the “undeserved and illegal re-appointment of Prof. Barineme Fakae as the vice chancellor (VC)”.

“A university is a product of law. Such a law must be respected and protected at all times by those the people have entrusted to govern the university. Anything short of that, as we are witnessing at RSUST, is unacceptable.

“To say the least, the re-appointment of Fakae as acting vice chancellor is morally repugnant and legally indefensive,” Mr. Isa said.

He said that Mr. Fakae’s appointment by the governor in 2008 was illegal as it was not the responsibility of the governor to do so but that of the university’s governing council.

He said the appointment of the VC did not follow due process and when the matter was challenged by the RSUST branch of ASUU, the governor, who attended the congress of the union, pleaded that the matter be laid to rest.

He promised that Mr. Fakae would not stay a day longer at the expiration of his term.

He said members of the union then, felt that the governor be given the benefit of the doubt as ASUU is not a body that “prides itself in rubbing in the mud, the noses of leaders”.

Mr. Isa said the ASUU leadership has declared Thursday, August 30, as a day of solidarity with its members in RSUST and has directed all its members nationwide to stay away from work on that day.

The ASUU leader also accused Adolphus Karibi-Whyte, Pro-Chancellor and Chairman of the Governing Council, of doing the governor’s bidding in the matter.

“Another surprise was that Justice Karibi-Whyte started inventing rationales and justification for the re-appointment of Prof. Fakae as if he is oblivious of the Visitor’s gentleman’s agreement with the university community.

“Rather than address the issues at stake, which are the in appropriateness of the appointment of Prof. Fakae and Gov. Amaechi’s promise not to re-appoint him, both the Chairman of the Council and the Visitor have been playing the ostrich.

“This has empowered the acting VC to unleash a reign of terror on academics and other workers at the university. His foot soldiers are all out on a campaign of calumny against the leadership of ASUU,” Mr. Isa stated.

He also accused the VC of mobilising law enforcement agencies to “violently disrupt a peaceful assembly” of ASUU members who met on August 15 on the campus to review the on-going strike in protest against his appointment.

The president said such lawlessness should not be allowed to thrive in a fledgling democracy.

He cited the case of Ambrose Alli University, Ekpoma, Edo, where the VC, registrar, bursar and the student union government are all operating in acting capacities.

INTRODUCING IGNATIUS AJURU UNIVERSITY OF EDUCATION, PORT HARCOURT

am happy to introduce to you Ignatius Ajuru University of Education Port Harcourt, formerly known as College of Education Port Harcourt. Below is a brief history of this new school.

At the end of the civil war in 1970, the Rivers State Government was faced with an acute shortage of trained teachers for its rapidly expanding programme of post-primary education. In view of this, a committee was appointed by the Ministry of Education to examine the problem and to make necessary recommendations on the establishment of an Advanced Teacher Training College.

The report of the committee stressed the need to invest much energy in the right directions to ensure that the schools in Rivers State did not face the danger of either collapsing or producing students who would be worth nothing on their graduation. After the required spade work by the Ministry of Education, Rivers State College of Education opened in temporary quarters at the Catholic Mission’s Stella Maris College, Port Harcourt on 14th June, 1971 with an initial intake of 116 students, under the headship of Dr. William Maxwell Jnr., a USAID representative then serving in the State.

In January 1972, the college moved to another temporary site at Oromineke in D-Line, Diobu. A new Principal, the late Mr. J.E. Ohochukwu, was also appointed in October 1972.From its foundation, the college had an uphill task to contend with the dearth of few academic staff. Lack of adequate library facilities and shortage of accommodation consbosomuted serious problems. But happily many of the initial handicaps proved temporary and considerable progress began to be noticed in due course.

Until the promulgation of the Nursery and Miscellaneous Education Insbosomution Edict No. 10 of 15th November, 1974, Rivers State College of Education was under the direct control of the Ministry of Education. This Edict established the college as a corporate body under the management of a Governing Committee, headed by Mr.W.E. Alagoa, the then Chairman of the Teaching Service Commission. In terms of Administrative Management and Growth, Edict No. 10 of 1974 did not satisfy the needs of Rivers State College of Education, hence the promulgation of Edict No. 1 of 25th February, 1975. The new Edict marked a veritable turning point in the history of the insbosomution.

Rivers State College of Education was born as an autonomous body. With the attainment of full maturity, it became well placed to play a more dynamic role. There was established for the purposes of the college a Governing Council which is responsible for the recruitment of staff and for the general and overall administrative and financial control of the insbosomution. Following this transformation, Mr. E. Aguma, who was appointed Principal in January 1975,became the first Provost while Dr. E.T. Green succeeded Mr. Alagoa as the Chairman of Council in June 1975. After an interregnum created by the change of Government in the country in July 1975, a new Governing Council with Dr. F.A. Eke, as Chairman, and a new Provost, Mr. R.I.C. Koko, were appointed in November of the same year. Undeniably, the problem of accommodation greatly inhibited the progress of the college.

For almost six years of its existence, Rivers State College of Education occupied a compound with very limited number of classrooms and all students lived off-campus. The college moved to its permanent site at Rumuolumeni in January,1977 although some essential facilities were still lacking on the campus. This bold step was a definite milestone in the life of the insbosomution, because physical presence on the spot has placed it in a better position to make further plans for its continued growth and improvement of existing facilities.

A unique event in the history of the College took place on 11th March 1978 on the occasion of its official opening and first graduation ceremony. Four sets of students totaling 462 in number received their diplomas on the successful completion of the Nigeria Certificate in Education (NCE) programme. The graduands were made up of those who pa. ssed their examinations between 1974 and 1977. A great landmark in the history of the insbosomution, this successful graduation ceremony was an eloquent testimony of the tireless labor of both the college community and the Rivers State Government in the bold bid to produce well-trained non-graduate teachers for post-primary insbosomutions.

With effect from January 1977, the Ministry of Education made available two top Model Primary Schools in Port Harcourt – the Port Harcourt Primary School and the Sea Shell Model Primary School – which now form part of the College. These schools provide some scope for practice teaching and research in primary education. The two schools were put under the administration of Rivers State College of Education in 1977 by the Ministry of Education.

Hitherto they were managed by the College of Science and Technology, Port Harcourt. Another important development in the 1977/78 session was the establishment of a Primary Education Department which offered a three-year NCE course open only to serving Grade II practicing teachers. It was designed to enhance effective teaching in both primary schools and Grade II Teachers Colleges, and supervisory work in our primary schools. The formal launching ceremony of the programme was held on 9thJune, 1978 when 200 pioneer students matriculated. The department was run under the sponsorship of the UNESCO. This programme is now open to all (that is, even those candidates who are not teachers as long as they have the entry requirements).

By 1980, following Government’s proclamation of its intention to run degree programmes in educational fields through Colleges of Education, the Rivers State Government decided to sponsor the programme in order to increase the number of teachers in the State. Prof. G.O.M. Tasie was appointed Provost of the College and was expected to upgrade the college to a degree-awarding insbosomution. He assumed duty on August 21st, 1980, being the date Mr. R.I.C. Koko, former Provost of the College, handed over to him. During this period, Chief A.B. Batubo was the Chairman of the Governing Council of the college. Following this appointment, the 1981/82 academic year witnessed the actual admission of candidates for degree programmes in Rivers State College of Education. On May 28, 1982, the College happily matriculated the pioneer students of the degree programme. By the end of the 1983/84 academic session, a total of 3,169 students had successfully passed through the various programmes of the College. Out of this figure, 2,504 went through the NCE Programme, 531 passed through the ACE programme and 134 in the B. Ed. programme. It is note worthy that, of all the Colleges of Education affiliated to the University of Ibadan, Rivers State College of Education was the only one offering the Bachelor of Education degree programme. Other achievements of the college between 1982 and 1984 are:

  1. The creation of some new academic departments: Secretarial Studies, Integrated Science and Social Studies;
  2. The construction of three science laboratories for Physics, Chemistry and Biology in 1983; and
  3. The construction of staff office accommodation in December 1983.

On 1st September, 1984, Professor G.O.M. Tasie was re-appointed Provost by the Rivers State Military Governor. Within this period, Prof. D.M.J. Fubara was the Chairman of the Governing Council of the College. From 1984 to 1987, it was observed that Rivers State College of Education made giant strides in the improvement of its structures, facilities, funding and conditions of service, particularly by providing the Visual Arts Laboratory building and by the construction of twin standard-size lawn tennis courts. Within the period 1984-88, the College Management dealt with a lot of problems, which included:

  1. The certificates of occupancy for two campuses, viz. Ndele and St. John’s Diobu campuses, were collected;
  2.  The fight for the adoption of the University Salary Structure (USS) in the College was started and fought a long way; and
  3. The enactment by the Council of an effective statute on financial regulations of the college.

In January, 1988, the Military Governor of Rivers State approved the appointment of Professor S.F. Amakiri as Provost of the College. In May of the same year, Prof. Isaac Dema was appointed to head the Governing Council . From 1988 to 1991 Rivers State College of Education achieved much, and some of its dreams were realised. In terms of structural achievement, six additional classroom block extensions and a one-room Audiovisual Centre at the Education block were constructed. A staff office block project and a language laboratory were completed, and hostels, staff quarters and some buildings of Port Harcourt Primary School and Sea Shell Model Primary School were renovated. St. John’s Diobu campus, which used to be so porous that it was the den of thieves was fenced and the hind edge of Rumuolumeni campus which is near the swamps was also fenced. In addition, the college has been enjoying the University Salary Structure (USS). Rivers State College of Education was the first College of Education that started the scheme.

The decision to convert Rivers State College of Education into a university was takenin 2009 by the Rivers State Government in furtherance of its desire to provide opportunities for high quality education for citizens of the State. Given that the college had for a long time been awarding degrees in affiliation with the University of Ibadan, the transition from a college of education to a university should be easy for the insbosomution. Further to this notion is the fact that many graduates of the defunct Rivers State College of Education have been yearning to improve their academic qualifications through the acquisition of university degrees, preferably within an environment they are used to. Given the reasonably favourable financial situation of Rivers State, the Government considered it expedient to establish the second State Government-owned university.

Ignatius Ajuru University of Education was established by the University of Education Law No. 8 of 2009 of the Rivers State Government pa. ssed by the Rivers State House of a. ssembly on 15 October 2009 and a. ssented to by His Excellency, Chief Rotimi Amaechi, the Executive Governor of Rivers State on 20 October 2009.
